How do I use Profile Manager?

I see these instructions:
To work with profiles, you must first exit the browser, then open the Profile Manager:

* On Windows, open the Start menu and choose Programs, then Netscape 7.0, then Profile Manager.

Trouble is: When I follow these instructions, obviously Netscape launches! And the instructions specifically say that one cannot make changes with the browser open. Am I missing something here?
