How do I "quote" in sending e-mail?

    I just did a bunch of security-patching updates from MS yesterday and now have IE version 6.0.2800.1106, and OE version 6.0.2800.1123.
    My OS is WinME 4.90.3000.
    In the past, when I Replied to or Forwarded e-mail the repeated text could be marked with a bold vertical line or an arrow on the left of each line. This is not working now, at least consistently.
    I don't remember where to find the menu that lets me choose this marking scheme.
    Not a big deal but I'm frustrated in trying to locate the options. Can somebody help? Thanks!

    Tools - Options - Send. Click the Plain Text and HTML Settings buttons.
