Your IP address is assigned by your ISP. If you're on a dialup, the last group of numbers will change every time you connect.

If you're on DSL or cable and have a static IP, only your ISP can change it. If you have a dynamic IP, it'll change every time you connect. At least, I think that's how often static IPs change. I have a static IP on DSL so I have no personal experience with dynamic IPs.

If, however, you need to change it in your network setup, that's another matter altogther.

If you mean you want to hide your IP when online, you'll need to go through a proxy. Do a Google search for "surf anonymously" or "hide IP online" or something like that. Be forewarned that going through a proxy will slow down your surfing, usually dramatically.
