How can I UNINSTALL internet optimiser

I cannot uninstall Internet Optimiser (what does it do anyway?)
I attempted to uninstall it via START > SETTINGS > CONTROL PANEL > ADD OR REMOVE PROGRAMS but when I click on REMOVE the screen flashes and it is not removed (uninstalled).
I then found that it starts automatically and so I disabled the automatic start via MSCONFIG STARTUP tab and rebooted but I still cannot remove/uninstall it (the screen just flashes when I click on REMOVE).

Is there a method in removing (uninstalling) such software and does anyone know exactly what it is supposed to do?
