help and how to files will not open

Please do not move this question! This is quite a different item than the problem with making titles and that missing 'sample1.jpg' file. I solved that problem by downloading sp3 but the problem below is still there:

my WMM is 2.1.4 OS: wnxp, sp3, home ed.
when I try open the 'how to edit clips' file and the 'Help' tab at top of page, I get a prompt:
C:\\Program Files\moviemaker\MUI\0409\MOVIEMAKER.chm
can not be found.

I have downloaded and installed Sp 3 but the 'help' & 'how to' files still will not open and the above prompt still comes up.
