I am just posting this here because I was able to fix the issue and could not find a reliable source on the internet on a fix for this and for a problem resulting from my attempts to fix it.

Here is the situation and my fix.

I was getting this error message

"Failed to migrate dependent packages. "

After trying to install a KB pacakage. It did not matter which one but they were related to wireless settings.

I kept trying to install more and more recent packages.
    KB893357
    KB917021
    KB918997

Each gave me the same message

"Failed to migrate dependent packages. "

I read online that I installing KB937143 (update to IE7) might help.

I did that and still got the same message about dependent packages.
I also had another problem occur.
In the Preferred Networks section of the wireless Adapters connection properties, whenever I clicked the ADD or PROPERTIES button no window would appear to allow me to change the settings, however, I was able to remove items from the Preferred Networks window.

My Wireless Zero Configuration Service was running and Windows was set to configure my wireless settings.

I downloaded updates to my WLAN (HP WLAN 500) driver and I still had the same problems.

I reran KB918997 using the /log option and read the log file. Here are the last important lines:

    33.849: MigrateHotfix: Migrating hotfix KB937143
    34.129: Migrating QFE KB937143 with command line: update.exe -Z -Q -B:sp2qfe
    36.783: Update.exe failed 1603.
36.793: MigrateHotfixes: Migration of KB937143 failed
    36.793: DoInstallation: Migration failed
36.933: Failed to migrate dependent packages.
39.597: Message displayed to the user: Failed to migrate dependent packages.

I then uninstalled the KB937143 package and reinstalled the KB918997 update with the log ption and it went all the way through. I also tested the ADD and PROPERTIES buttons in the Preferred Networks window and those worked too.

I checked the KB918997 log file and it showed this:
    42.311: MigrateHotfix: Migrating hotfix KB932168
    42.511: Migrating QFE KB932168 with command line: update.exe -Z -Q -B:sp2qfe
88.768: MigrateHotfix: Hotfix KB932168 successfully migrated
    88.768: MigrateHotfixes: Return code: 3010
    88.928: DoInstallation: Migration succeeded

As a side note, I rebooted the laptop frequently just to be sure.

So, really, running the log file option with the KB helped me diagnose the problem.
