Not much info provided to check the behavior. Is Ukranian using the cyrillic alphabet? If so, that may be the reason. I do get bbc.com news feeds, but certainly not from Ukranian.
    I got this: no problem
Just an extra note. I received an e-mail which showed some unusual characters. All apostrophes and quotes were that way. I noticed that View|Character encoding| was on Western(ISO-8859-1). If changed to (ISO-8859-15), I was getting question marks. But Unicode(UTF-8) gave the correct reading. Cyrillic was automatic, and there were no problems with it.
However, I saw no question marks in the news, but some weird characters, where all Western settings were chosen.
