    Hi all!
I have installed a new gigabyte mobo & Athlon XP2600+ CPU for a friend. Other details are:
    Model Name :GA-7S748
    --------------------------
    M/B Rev : 1.0
    BIOS Ver: 6.00PG
    Serial No :
    Purchase Dealer :
    C/tick Number :
    -------------------------------------------------------------------------------
    VGA Brand : Model :
    CPU Brand : AMD Speed : 333MHz
Operation System : Win XP SP :
    Memory Brand : Apacer Size : 512
    Memory Type : DDR Speed : 333

When I apply power from the wall plug, (but before using the computer's power button) the CPU & case fans start, & the LED's for the hdd & secondary slave CD come on (but not the LED for the secondary master CD-RW). After booting the computer, all LED's a seem to be normal. Then, after shutting down Windows XP, the message "It is now safe to turn off your computer" appears. After holding down the power button for 4+ seconds, the computer powers down, but the system & case fans keep running, and the LED's for the hdd & the secondary slave CD remain on. The machine haas to be turned off at the wall for it to fully power down.
Gigabyte advised me to flash the BIOS which I did, but to no avail.
Can anybody who knows this mobo advise if this is a mobo fault (which I lean towards), an XP problem, or normal behaviour.
BTW, I'm contacting Gigabyte again to see if they have any other suggestions.

This MS KB Article may shed a little light.
    - no, on an ATX board with ATX PSU you should not normally see the message 'It is now safe to ....'

The power button may be shorting or maybe a problem with the PSU circuitry.

Re-check and verify your pinouts for PWR, Reset and LED's. You can also disconnect all and try running PWR headers only from the reset pinouts to troubleshoot your main momentary contact switch.

Thanks PeteC & Rockster2U. I've replaced the power supply, and this has solved most of the problem. Windows still presents the message "safe to turn off . . . etc" but at least fans stop & LED's go out, and the system appears to power down OK after the power button is depressed.
I've still to get to the bottom of why the computer doesn't fully power down as others do. I feel that it's a setting within Windows itself, on the lines of fast shutdown disabled.

    Thanks again fella's ;)

    doddy,

have you checked your m/b bios settings? I know my tyan m/b bios has a settpoint that tells it how to react to the powerbutton
being pressed. I have mine set to not shut down when pressed but my son showed me if you hold it for a few seconds it will shut down. just an idea.
