Getting a stop error-cannot find user32.dll

    I am on an XP media center edition PC and it won't boot at all. The stop error shows c00001345 (cannot locate component) user32.dll. Of course this Dell didn't come with a OS disk, so how do I fix this without getting to system restore? Can I use an XP home Prem disk?

    Thanks for the reply's, but it won't start in safe mode either. I know to do what you are suggesting, but can't even boot to a command prompt. Dell chat was no help since it is out of warranty. I don't know of any other way to access restore or get to the boot partition.
