   It just depends
   On who when and where you get it from...But odds are you can Only do a clean install with an OEM versions.

   I'm buying the OEM Windows 7 Ultimate from newegg.com. I want to completely erase Vista Premium before I install it. If it gives me that option to do so then great.

   Yes, when you boot off the DVD drive you'll have the option to repartition and/or reformat the hard drive before installing.
