FTP problem

    I'm having trouble "ftp "ing another Pc. via IP address. I'm trying from a Windows XP to win95 or Winxp to Win2000 Pc.

    Example
    ftp> open ###.##.##.###
    ftp:connect:connecton refused


    Need help
