Foreign language keyboard settings

    I have been having problems with a certain aspect of Windows XP—the language settings of the keyboard. We are in the US and of course are using the default keyboard setting (specifically called US English or something like that); but for our Spanish class at school, when we try to use a computer program to help teach Spanish, it asks for accents that need to be typed in. These marks are accessible with a different keyboard setting, called US International.

    The problem I am having is that after following the instructions to create this option for the keyboard, and placing an icon on the taskbar for it, and then setting the keyboard to US International, when we go into the software program, for some reason, the accent marks don’t work because Windows has returned to the US English setting. I have checked and double-checked and its not my imagination—even though I have selected one setting, it goes back to the other. What is going on here? What do I need to do?

    Yes, I do want to change regional language settings, rather than using us english, but I'm having trouble making the changes stick.

    The url takes me to the same dialog that I have worked from before. I was able to configure Windows to have the option to change from US English to US International, and I was able to go to the taskbar and select US International, but after bringing up the program, I found that the selection had reverted back to us English.
