You didn't say which operating system so here's what I can tell you about the files and their locations in Windows XP.

Many folders have their own desktop.ini file so it can stay where it is and be deleted with the folder (if deleting the folder is your intention).

I can't find a chmap.ini on my XP system but chmap.exe belongs in C:\Windows\System32. It's the file that starts the character map. A shortcut pointing to charmap.exe in the System32 folder is on the Start Menu under Accessories>System Tools.

msn 6.2.exe is for MSN Messenger as far as I can tell and is probably an installation file so it can be stored anywhere. If you have XP, it comes with Windows Messenger which is just XP's version of MSN Messenger so installing MSN Messenger isn't necessary.

I can't find a paint.exe but mspaint.exe, which starts the Paint program, is in C:\Windows\System32.

thumbs.db is the file that creates thumbnail pictures of files within a folder. It was probably generated when the folder was made.

In case you're wondering, this file is safe to delete whether it was made in this particular folder or if it was moved there. If you use thumbnail view in Windows Explorer, the file will be created again the next time you open whatever folder it belongs in.
