    I keep getting this message every time I try to launch my Verizon DSL cd.
    .
    C:\program files\common files\install shield\engine\6\Intel 32\ctor.dll
    IN USE by another program cannot open file.

    What do I do?.....Drop back 5 and punt?

    ctor.dll is malware, the hotbar skins for IE.

    Hotbar removal instructions

    No idea why it is blocking your DSL CD install other than it is probably set to block any such change which could endanger their ability to track your internet surfing.

    Spybot search and destroy
    Install, update, check for problems , fix problems.
