File access control with XP Home?

    File access control appears to be an XP Pro feature unavailable on XP Home. It occasionally happens that copying or moving a file does so with no access permission on the result, so I'm stuck with something I can neither rename or delete.

    I seem to recall that there was a Security Configuration Mananger which would add an access control menu to the Properties menu set. Alas, a zillion automatic updates later, the menu has disappeared. And for good reason: attempts to reinstall the utility result in a request that I install the latest version... of Windows NT.

    Does anyone have a solution, either for bringing back the SCM menu or for setting access permission in some other manner?

    I use the CACLS.EXE command line utility that XP home has but there are other methods as well. Run cacls /? for more info. You may also run:

    %windir%\hh.exe ms-its:C:\WINDOWS\Help\ntcmds.chm::/ntcmds.htm

    to get full information an all command line options.
