Fax service with windows2003 sbs

Hi
I bought windows 2003 sbs , i want to do with outlook 2003 email and fax.
email works, but faxes i can't send them.
Do i need to install someting likes share point or something else ?
In fact it says occupated !! when i try to fax.
i put the international code then the number with out the 0 but impossible !!
please it would be great if somebody who use the fax can help me.

I'm not familiar with specifics of operating SBS boxes but just to confirm - do you have a phone line hooked to the server?

I've seen folks trying to fax with only a broadband connection and getting some strange failure notices.
