When browsing in internet explorer I frequently get the
    error message
"a fatal exception OE has occurred at 0028:c0006E95 in
VXD VMM(01) + 00005E95. The current application will be
    terminated. "

The screen then freezes and the only solution is a reboot.

With Win 98 it is very easy to try a repair of IE ....

Control Panel > Add/Remove Programs > MS Internet Explorer > Change/Remove - and select the Repair option in the dialogue box which appears.

You could also try an uninstall/reboot/ reinstall/update of your video card drivers.
