Windows Vista Failed Windows Update - .NET Framework 3.5 Service Pack 1

I have been trying to install the following update for months now: Microsoft .NET Framework 3.5 Service Pack 1 and .NET Framework 3.5 Family Update (KB951847) x86 - Status: Failed, Code 80091007 I have been unable to find resolution on the web, this is my last attempt. Any one know why this will not install. Windows Vista Home Premium

I do not have .NET anything in my Programs and Features control panel to uninstall. I do have a .NET folder in Windows however that goes up to v2.0.50727. I did try this:
