Resolved External Hard Drives not start.

    External HDs fail to show at power up of computer. Switching power off at wall socket, then switch on power from WS, with a normal computer power up using the computer's power button, all HDs are displayed in computer screen window. Error started after installing a USB3.0 PCIe 4 Port card.

    Reverting back to the original USB2.0 ports, normal working.

    I agree in what you say, reason is unclear to me, why the difference in cutting the power at computer switch together with wall power switched socket works different to cutting power at computer, at boot up.
    Do you think, that the USB3.0 card could become more defective? You mention also, that card maybe not be compatible with my mother board.

    I'm afraid I wouldn't have a clue as to:
    1. "why" the "difference in cutting the power at computer switch together with wall power switched socket works different to cutting power at computer, at boot up. ",

      or:

    2. "why" your new "USB3.0 PCIe 4 Port card" might be defective,

      or:

    3. "why" your new "USB3.0 PCIe 4 Port card" might be incompatible with your "Pegatron Corporation, Benicia 1.01 2009. Southbridge Intel 82801R (ICH8R)" motherboard.
    If a replacement "USB3.0 PCIe 4 Port card" exhibits the same problem, then it must be due to an incompatibilty between the card and your particular setup.

    Thank you for your reply. Powering up computer six times, 3 at computer switch with wall switch on - error no external HD available. Switch off then on at wall switch, then power up computer, all external HD available.
    Before installing USB3.0 card, two external HD failed to boot up, until each of the two EHD had the power cord removed and re-inserted, then both EHD were available for use.
    My computer appears to be a class of its own, as all errors are not experienced by any other computer user. Solution appears to be, switch all switches off/on then power up computer to overcome this error.

    What happens if you remove the wall switch from the equation?

    If you ignore the wall power switch, i.e. on permanently - EHD are not recognized, other than C & D IHD. Ignoring the USB3.0 card ports, reverting to computer USB2.0, EHD powered by their own transformer can at times give the same error, requiring power cord be removed from the EHD and reinserting cord in the EHD.
    I failed to mention, that a 4x2 13a 3 pin extension switched socket (anti surge protected) installed between wall power socket and computer. Used by computer, monitor, printer and modem. Using extension switch only to isolate power to computer when not in use. Computer power up using only the ESS, causes the mentioned error.

    I certainly agree in what you say, it could be down to spikes in the electricity supply, this can prove to be most difficult to trace where the cause lies. It has been known, for a neighbour having a faulty electrical gadget.
