explorer errors

just done a clean installation of windows me
however every time i go to the control pannel it comes up
with explorer has caused an error in comctl32.dll
have tried downloading this file but just says when i go to load it file already exists
can anyone help me with this problem thanks
if i disable the internal cache cpu i have no problems with errors just a slow computer
its is a gigyabte motherboard and 500 processor
64 ram and s3 virge gcard

Welcome to the boards. Have you tried going to windows updates and upgrading to a more recent version of IE?
