In Excel 2003, when I protect a sheet I am unable to delete rows, although I set the permissions to do so. I am able to insert rows. The option is greyed out in the Edit, right click mouse, and List Toolbar. Is there a patch?

It appears that at this time, my easiest solution is to just write a macro to protect/unprotect the sheet.

It appears that creating the macros to toggle the sheet protection off and on is the solution, not a stopgap measure, to insert/delete rows in a protected sheed. Kinda, sorta.

Excel 2003 allows for insertion/deletion of rows in a protected sheet. This was not natively allowed in former versions. But Excel does not allow deletion of rows that have locked cells in a protected sheet.

I have to turn off the protection to delete rows. Inserting rows on a protected sheet is a pain. It's easier to toggle with macro than to insert in protected sheet.
