Error loading message

    I am getting this message as soon as I open my Windows.
    Error loadingC:/PROGRA~1/MYWEBS~1/BAR/1.BIN/F35SCRCTR.DLL

    If anyone knows what this is please help.I know I am new here,but I have had this problem for awhile.I turn on the computer,sign on to my account,and as it is loading my settings,I get this message.I also get a folder named system 32.It is not missing,it just tells me that I should not delete this(which I never tried to do).Thanks ahead of time.

    Run msconfig & delesect this command under 'Startup'.
