Enable JIT Debugging

I installed HOSTS Secure on my system XP-SP2 but when I run the software I find an error: An unhandled exception has occurred in your application.

Access to the path "C:\WINDOWS\system32\drivers\etc\HOSTS" is denied.

HOSTS Secure is a utility that you can use to automatically download, unzip, and install the HOSTS file.

************** JIT Debugging **************
To enable just in time (JIT) debugging, the config file for this
application or machine (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

</configuration>

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the machine
rather than being handled by this dialog.

I would be grateful if someone would explain how to enable the JIT Debugger so that I can use the HOSTS Secure utility, thanks in advance.
