After sending emails using either hotmail or IE6 I recieve emails from goverment agencies from around the world saying email was rejected because i've sent them viruses.

I've never heard of any of these agencies, never mind sending them emails.

I have a Norton Firewall, AVG anti virus, spybot and adaware. Which are all kept up to date weekly, and none of these have picked up any problems.

Is there a new virus ?

Has anyone else got these problems ?

One other thing, I do use ARES GALAXY P2P sharing, any chance this could be causing me problems?

Sounds like a backdoor trojan generating emails from your PC. Run some online scans, just to be sure.

    Thanks Noahdfear

I ran all 3 scans, but nothing came up.

It's probably somebody else sending the emails using mail address spoofing . If so, there's probably not much you can do about it. When you recieve the returned email just delete it without opening it.
