I'd like to eliminate unnessary startup programs. I've Put *** next to items I either can't identify or question whether they need to be on all the time. I've put ** next to items that seem to be duplicates, possibly only needing one.

This is what is listed in Task Manager:
    apcsystray.exe Me 3,464K
    EXPLORER.EXE Me 16,840K
    Amoumain.exe Me 2,840K
    SOUNDMAN.EXE Me 2,632K ***
    MCVSSHLD.EXE Me 5,492K **
    MCAGENT.EXE Me 5,288K
    MCUPDATE.EXE Me 4,100K
    McVSEscn.exe Me 5,576K ***
    HPLAMPC.EXE Me 1,940K ***
    HPZTSB09.EXE Me 2,796K ***
    hpwuSchd.exe Me 2,236K ***
    HPCMPMGR.EXE Me 5,600K ***
    HPOTDD01.exe Me 4,132K ***
    RUNDLL32.EXE Me 2,748K
    TeaTimer.exe Me 4,780K
    B9.EXE Me 2,356K
    bhblaster.exe Me 1,692K
    SPEEDFAN.EXE Me 2,736K
    SVCHOST.EXE LOCAL SERVICE 3,524K ***
    ALG.EXE LOCAL SERVICE 4,032K ***
    SVCHOST.EXE NETWORK SERVICE 1,600K ***
    System Idle Process SYSTEM 20K
    System SYSTEM 220K
    SMSS.EXE SYSTEM 464K ***
    CSRSS.EXE SYSTEM 3,140K ***
    WINLOGON.EXE SYSTEM 4,212K
    SERVICES.EXE SYSTEM 3,096K ***
    LSASS.EXE SYSTEM 1,140K ***
    SVCHOST.EXE SYSTEM 3,148K ***
    SVCHOST.EXE SYSTEM 17,476K ***
    McShield.exe SYSTEM 7,728K **
    SPOOLSV.EXE SYSTEM 4,168K ***
    MAINSERV.EXE SYSTEM 3,508K ***
    MCVSRTE.EXE SYSTEM 7,748K ***
    NVSVC32.EXE SYSTEM 2,028K ***
    SVCHOST.EXE SYSTEM 4,324K ***

This is what is on my taskbar:
    A4Tech Mouse
    APC Power Chute
    Spybot-SD Resident
    Speedfan
    B9
    Volume ***
    Safely Remove Hardware ***
    Browser Hijack Blaster
    hp deskjet ***
    AC97 Audio Configuration ***
    NVIDIA Media Center ***

This is what is on my startup menu:
    APC UPS Status
    Microsoft Office ***
    Speedfan
    Browser Hijack Blaster

What doesn't need to be there, and what is the recommended way to remove those programs?

The HPLAMPC.EXE I think is because you have one of HP's scanners. I had the 4200C which was the worst piece of junk I have ever paid $200.00 for.
The lamp will stay on all the time if you don't download the "fix" from HP and I think that this file is the fix. I could be wrong.
