Had a problem with a Win95 game I tried to install to Win98SE so had to re-install Win98SE operating system.

All drivers (including sound card and video) have been re-installed, and everything in Device Manager appears peachy.

When I wear headphones and manipulate Windows Explorer, the mouse or the keyboard I hear very faint noises that sound like "electrical sputterings" (for lack of a better description). When scrolling web pages I also hear it.

(Yeah, I know what you're gonna' say: QUIT WEARING THE STUPID HEADPHONES!)

    Any hlep?

That is the sound of your computer doing all it's little things, I can hear it if I turn the sound up on my speakers.

I have Win XP so things may be different to yours but basically, if you go to the Control Panel and double click on the "Sound" icon, and then the Sounds Tab, you should have a variety of sounds associated with a number of Windows tasks.

Disable some of the sounds associated with
    Start Navigation
    Complete Navigation
    Minimize
    Maximize
and any other you want and then Save As (say Custom).

That should get rid of the annoyance.
