Using regedit logged in as Administrator to delete .cpl items from the 'don'tload' list so they WILL show up in the Control Panel. Receiving message: "Error Deleting Values - Unable to delete all specified values. "

This is a somewhat stripped-down version of Windows 7 Enterprise used to run FourWindsInteractive digital wayfinding software.

Is it possible this stripped-down version removed some control item that would allow regedit to function properly to change settings like this?

Issue has been resolved by 'taking ownership' of the folder in the Registry and then making the necessary changes.
