Just a thought, but do you have a password on your wireless connection? Maybe try changing it, as I am thinking someone in a car on a laptop with a wireless receiver could be jacking your bandwidth.

Windows 98 is not optimized for networking, you need to "tweak" the registry to allow win98 to take advantage of broadband speeds. Speedguide.net has registry patches to enhance win98 networking speeds.
    Get these: sguide_tweak_9x.zip, sg_webtweak_9x.zip here:
    http://www.speedguide.net/downloads.php
Also, irregular download rates can be due to the ISP network.
