Disable USB Flash Drives - Except for Admins

G'Day Gurus,

Does anyone know of a method of using Group Policy (or any other method for that matter) of disabling access to USB flash drives and external drives to all users except Administrators?

Some background: we are operating in a Win2003 Standard/XP Pro environment. From my reading it would appear this is a relatively easy process in a Win2008 environment with the use of GP Preferences however this is a luxury I currently do not have.

Every method I have seen and tried so far will disable USB storage succesfully but applies to Everyone!!!!!!!
