Outlook and IE7 won't run in my copy of Vista Home Premium SP1 when I start up the computer. I must reboot the system to get these programs to work. This also sometimes happens after waking the computer from the screen saver. The event log shows DHCP-Client error 1003 as well as Http error 15016 and WMI error 10.

DHCP client is set to 'local service' and is set to run automatically. I've run the system file checker which showed no problems. My firewall / virus program, Zone Alarm, finds nothing wrong.

Any advice would be greatly appreciated as this has been ungoing for weeks.

    Thank you

Thanks for your response. I looked at the link and it seems to contain fixes for Windows Server, I have Vista Home Premium with SP1.

I do have a question for you. My service provider is Verizon FIOS, a broadband carrier using a fiber optic network. Is the daily IP address for my computer assigned by Verizon's server or by my broadband modem? Perhaps there is a slow communication between the computer and modem?

The IP address is not issued daily. If you are connecting to the same DHCP server (Verision) it issues a lease on one IP address for your PC. That lease might last a few weeks.

You can see the information by going to Control Panel -> Network and Sharing Center -> Local Area Connections, View Status -> Details button.

The error message seems to be saying that it cannot communicate with the DHCP server. When it first starts up, the OS searches for any DHCP server it can connect to, if it finds the Version server it will use the IP address issued in that lease.

You might want to look up the Verision's support website and send them the error information.

Check your connections and the status LEDs on the modem.

Just a thought, you may want to investigate the drivers for your ethernet adapter. You can go to Device Manager, highlight the LAN adapter and select Uninstall. It will be automatically reinstalled when you restart.

If you have not updated your system's drivers for a while, go to the system manufacturer's website and look up all the main drivers there.
