Googling 203.116.186.18 led me to that game server in Singapore. If "Dragon Nest" is one of their games, it may have been inaccessible when you were trying to access it simply because the server was temporarily down for maintenance.

yes its a Singapore game , but that status of ping ....
" Reply from 203.116.186.18: Destination host unreachable. "
appears when I'm already playing the game I used to play it for 1 year or so, I know the time or weekly and urgent maintenance , and what u mentions is unlikely one of the possibilities. lets figure out something else ..
    thanks for your time .

I imagine when their maintenance is completed another port that's used for the games will be opened back up.

    Code:
    ~$ sudo nmap -v -PN 203.116.186.18

actually I dunno anything about Unix systems , what I got... they bocked the Ping right?!
but ,can they prohibit it during server active status ? because it happend when I already logged on

you mean they gonna open it back or may I get good ping by changing game port according to these .?

BTW I guess that happend when I used CCleaner to clean my registry and when the new "Windows" have installed nothing has changed!

thanks for your serious efforts to help

You have to ask them for a definite answer; all we can do is guess. Heighten security and reduce burden are the first two that come to mind though.

It is possible to limit Ping responses.

The above is showing that 203.116.186.18 is in fact there, it's just not PING-able ... from some locations.

And cleaning the registry with CCleaner, or a Windows update has nothing to do with it.

Since it's their server, they can setup however they like.

    Thanks.

    1) Convince the team responsible that you should be allowed to ping their servers.

    2) Force, (which can't be discussed here).

    3) Accept the fact that they have, and can continue to block your pings.

what if i got a statement says they aren't blocking my pings !?
though I've mentioned before ..my friends have proper ping which mean they didn't block it unless they blocked me personally which isn't likely I guess
