Desktop short cuts freezing up

Hello, When I click on my desktop short cuts they either freeze up all of the computer or they won't open and other things will??!!
I went Into safe mode a couple of times to clean out any bugs, etc.I had SDFix.exe.....then RunThis.bat but that only worked for awhile.

Hello Broni...thanks for answering.....I believe It's to web shortcuts...I do have both. I did delete spybout and so far I think that has solved the problem. I had that before and deleted It because It can raise havic with my computer....too much protection I guess since I have norton and Soptzilla ,which Is just the best for blocking popups!!
I still would like your advice on what you think the problem may be.....hopefully It won't act up again.
