    Try this daj0kker:

START > CONTROL PANEL > ADD/REMOVE PROGRAMS > ADD/REMOVE WINDOWS COMPONENTS > select Accessories and Utilities > DETAILS > select Accessories > DETAILS > tag the box labeled DESKTOP WALLPAPER. OK out of there and follow any screen directions.

If it's already tagged, untag it and OK out of there. Then return and retag it so it will install anew.

    Good luck.

Stab #2, replace the file "desk.cpl" with a copy from your install disk.

That file is located in the C:\Windows\System32 folder.

You may also want to run SFC.EXE /SCANNOW from a command line and see if any files are replaced automatically by Windows.

I'm running out of string here. I hope you nail it soon. ;)
