I don't know if this is a generic question or not, but I will ask it as if it were. Can PCs that are "Desktop Form Factor" be operated standing on their edge as if they were a "Tower "?

    Thanks.

Yes they can. About the biggest problem is that the CD disks fall out if you do not have a CD drive that is made to run vertically.

I like to find a position for them horizontally (they are generally made for a CTR monitor to be placed on top), but as I said, you can run them vertically if you have the correct type of CD drive (they have lugs/holders for the disk).

Do you mean the CDs fall out inside the PC (while the drive is trying to read the CD)?

"Fall out" was probably poor terminology. They might misalign on the drive spindle inside the drive.

CD drives that can run vertically have 4 (distinctive) clips around the edges of the "cup ", although these do not necessarily mean it is made to run vertically, they may just be guides.

To be certain, find the model number of the drive and find the specifications for it at the manufacturer's website (the make and model should be listed in Device Manager). There it will say if the drive can be run vertically.
