decent free drawing program?

    are there any decent drawing (like gifs & jpegs) programs out there for free? Whenever I convert a bitmap to a gif or jpeg, the pixles scatter and its ugly. I am using this for a cartoon that I made into an avi movie. This week I am a starving artist, ie don't have a real job or income. regards, flatfoot
