Cursor on webpage

    Somewhere I changed an option (I don't know why or where) that causes a cursor to be put on any webpage when I click anywhere there is no link. If the cursor is there, I can scroll it and not the page by using my arrows.

    Anyone have any idea where this option might be? I would like to change it back.:)
