    Hi 401402. Try these options:

    1. Open Internet Explorer and click Tools< Internet Options< Advanced tab. Under browsing uncheck the checkbox that says use smooth scrolling. Click apply and ok when done.
    2. Click Start< Control Panel< Printers and Other Hardware< Mouse and check if their are any options that look out of the ordinary.
    3. Check to see if your mouse driver is updated as well.

By the way can you elaborate a little more with your post and give me a little more information about your problem? Thanks!

Did the mouse that you are using come with an install CD? Try going to Start< Right Click My Computer and select properties< Hardware Tab< Device Manager< Expand the Mice and other pointing devices< Select the mouse and select uninstall. After you have uninstalled the mouse driver reboot the computer to allow Windows to redetect the mouse and install the driver.

Try going back into device manager and right click on the touchpad device and select update driver. Windows will ask you to search windows update for the touchpad driver. Click yes and then click next to let windows search for drivers. If that doesn't solve your problem then I'm afraid I am all out of ideas. :(
