CTFMON.EXE does it have to load at startup

    CTFMON.EXE (CTF Loader). Supports speech recognition, handwriting
    recognition, and other Alternative User Input services.

    What program loads this at startup? Can it be disabled, or will my computer blow up if it's turned off. I can stop it from loading with winpatrol.
