crt dll.dll start program

    I'm using windows 98. When I turn my computer on, I get a message that says, a required .DLL file was not found. The file is C:\WINDOWS\SYSTEM\CRT DLL.DLL. As a result of this I have no sound nor can I open some links. Can some help.
