I am running an Intel P4 CPU at 2.40 GHZ,400FSB on
    a Soltek SL-85MR3 MB,S478 FSB533.

Ram is PC2100 512MB DDR. OS is WinXP Pro.

    I am not overclocking.

    Question is:

CPU temperature is 26C at 1750 RPM.This is under
    minimum load conditions.
Is this a normal condition or is it "too hot" ?

    Thanx

And I have an AMD 1800 XP which runs at 45-47C with no load...and two fans, one turning at 4800 rpm and the other at 2800rpm.

uberclueless now the 70 degrees, is the C or F.
    If F, your doing great!
If C, now that is not good at all.

Just a bit more of info.

Do you have ribbons and cables in the airflow path from the front case fan to the rear ones? If so get them out of it.

Check the cfm of your fan on the hsf. the higher the better.

I use the Volcano 7 here. By the way, it runs cooler and quieter than the 7+ .

Front fan blowing in, rear fans blowing out.

And make sure the ribbons are out of the airflow path.
    Here are some examples

This diagram should give you a general IDEA of how the air should flow through the case.

I use Artic Silver paste and the Thermal compound instructions are here.

    70C =(

The ribbons and cables generally do not block airflow in the computer. (there is no vent in the front, everything comes in through the side)

"Check the cfm of your fan on the hsf. the higher the better. "

I am not sure what those above acronyms mean...

I might have the volcano 6...it goes right on top of the cpu chip...spins at about 5200rpm which is pretty good. I am thinking of investing in a new fan...maybe 2.

The problem usually arises when the warmer season begins, eg. now.

    Fair enough.
CFM = cubic feet per minute
The measurement of the amount of air a fan can move in a minute.

hsf = heat Sink Fan assembly
In your case, you believe it is a volcano 6

the Volcano 6 Max. Air Flow 32 CFM

While the Volcano 9 has a Max. Air Flow 20.55 CFM at 1300 rpm and
    75.7 CFM at 4800 rpm

As you can see the 9 can move more air than the 6 thus yeilding cooler temperatures.

You do have a couple options open to you. You can mod [ computereze for modify, to change, etc] your case. Or cheat like I do and get a case that has provisions already for the fans.

These links are to newegg, where I buy my online purchases.

The brand name I concider good ones.

    Antec

Chieftec and mine is the 3rd from the bottom.

    Chenming
Now if the case look a awful lot a like, that is because chenming is the manufactor for the other two [2].

And You can see the various manufactor they handle here.

But yes, I would definately change the HSF [heat sink Fan assembly]
