Those two came with your modem. You can disable country selection, but disabling Ptsnoop from startup will do you no good. When you dial up, it will appear again.
    Some info on Ptsnoop

I would disable from startup, and then disable the modem in Device Manager.
The alternative would be to uninstall the modem software, and then remove the modem from the computer.

I'm going to do that Mark and thank you. Long as I know what it is now I can get rid of them once and for all. Thank you :)

Hi Mark, just a follow up question re those 2 files. Country Selection and Ptsnoop. I am on cable but still use a fax. I've have read that those files can be removed from startup. However when I remove them they reappear when I reboot. Like most I like minimal items in startup. How can I safely remove them if possible?
    Thanks

You can try renaming Ptsnoop.Exe and Pctptt.exe [CountrySelection], just put 'old" at the end or beginning.
Your modem driver's software are what keeps putting them back, if renamed, the executables cannot be found.
