How can you make a copy of a harddrive that will boot (to go in a different
    workstation)

Some copy programs are Norton Ghost, Powerquest Drive Image and Paragon Drive Copy.

You could probably just use the HDD manufacturer's setup utility.

    Which OS?

It is doubtful if a straight clone/copy will work for XP, may work for other OS's - unless the hardware on the other workstation is identical to that of the source. You will at least need to make a Repair install of Windows (XP) and then there is the question of legality. You are licensed to use your copy of XP - or any other OS on one computer only. If you are asked to activate it - very likely if the hardware is different, you will run into problems and if you cross that hurdle there may be problems with WGA too.
