In another thread it was mentioned that in Win XP, the Cookies folder (C:\Documents and Settings\UserName\Cookies) is in "Restricted Sites" according to the Status bar. I never noticed this, but it is so on my PC.
I cannot understand the meaning or effect of this.
    Can anyone comment?

The cookies dir is not in a Zone, any zone. Cookie handling can be set via Internet Options\Privacy\Advanced button. Sites that are in the Restricted Sites Zone are restricted from setting cookies. If you have Privacy/Advanced set to Override Automatic Cookie handling and also have it set to block 3rd party cookies, then you will get an icon re a 3rd party cookie being blocked. (the browser's bottom rt notification area). That blocked 3rd party cookie could be from a site in the Restricted Sites Zone.

    TonyT--Thanks!!.
About a week ago, I had indeed overridden the Medium-High slider setting on the Privacy tab by blocking all third party cookies using the Privacy|Advanced tab. After reading your response, I thought that might be the reason why the status bar on the Cookies folder window says "Restricted Sites ".
So, as an experiment, I changed things back to Medium-High. But, even after a reboot, the Status Bar for the Cookies folder still says "Restricted Sites ".

If I understand you correctly, you feel the reason for that message is that some of my Cookies come from Restricted Sites.
I have been running this PC for sometime and did not use IESpyAds or SpywareBlaster to populate my Restricted Sites right from the beginning, so it is possible that some cookies from (now) Restricted Sites or third party sites had deposited in my Cookies folder before I started to use IESpyAds, Spyware Blaster and the Privacy tab|Advanced setting.

I have seen others say that the Cookies folder is not in any Zone, so it still seems a bit strange that the Status Bar would report "Restricted Sites ".
Perhaps just one of Windows quirks. And maybe I just never noticed it before.

I never have seen such an icon. As mentioned, I have used Restricted Sites and at least the Medium-High setting on the Privacy tab for years.

But when all is said and done, I have had no problems of which I am aware because of all this.

Spyware Balster adds sites to the restricted zone, so if you visit a site and it tries to set a cookie form a 3rd party site or from a domain or ip that is in your restricted sites zone, then you may see that security icon. Your cookies dir could contain cookies from prior to when you install Spyware Blaster. Delete all cookies & see what hapens.

I never get those icons anymore. I believe if double click that icons you will get a popup from IE and can check a box "do not show these anymore" or s/g like that.
