I have several files of the same topic but different
heading. Can I, join two of these files, making up
    one file title?

Windows 7 Home Premium, 64 bits.

The files open up by using Windows 7 Media Player.
When using Windows XP, there was a Microsoft
software that allowed files to be integrated into
one final file. It could be that Windows 7 does not
allow this step to be under taken.

That's not really an answer - what are the files? Audio, video or both and what are the file extensions?.

You may be thinking of Windows Movie Maker?? Not default in 7 but can be downloaded via Windows Live, here ...

And you have still not completed your System Specifications

Sorry for not answering properly! I checked my CP Systems
Specifications, this shows all questions there in, are completed.
Files are Videos, length to fit one CD. I would like to make a two
CD into a one DVD. Not commercialised Videos.

You have not completed the final step ....
Have you checked out Windows Live Movie Maker 2011 as I suggested - this is the successor to Windows Movie Maker which you indirectly referred to ....

Yes I checked over Windows Live Movie Maker 2011,
it does not appear to have the facility to join part of
a file into part of another file to give a complete file.

Sure it does! Just drag the file icon into the window or use the add files link. Then you can save it as one single file.

Or you could open each video in movie maker and copy + paste.

TonyT, thanks for your suggestion to try Windows 7
Live Movie Maker, this proved negative as the files
could not be taken to LMM either copy + paste as only
one file appeared in LMM window at a time.

    1. Open Windows Live Movie Maker.
    2. Click on right frame to browse for a video & select it.
    3. Right click on right frame and select Add...

You can add unlimited videos & images provided the file format is supported.
