I find it easier to read my desktop when I change my Windows Theme to High Contrast White. Unfortunately, that seems to limit some color on web pages and make it harder to find boxes to input details. Is there a way to keep the high contrast without impacting web pages? I find it hard to read the writing under desktop icons with any other theme.

AFAIK Windows Themes are global regardless of OS. Have you tried High Contrast under Control Panel > Ease of Access? It may be the same as a Windows theme - I don't know.

Ease of access does the same as changing the theme. Is there an in-between setting that would allow black print on white background without messing with the colors or input boxes?
