Every so often, when I boot up, the font size will double, sometimes triple at certain web pages and remain as normal on others. Re-booting resolves the issue but why does it happen? Today re-booting does not resolve the issue.
In Control Panel, settings are for normal font size.

Try emptying the browser's cache: Internet Explorer>Tools>Internet Options>General tab, click the "Delete Files" button and when it's finished, click OK.

If that doesn't do it, when you get to one of the web pages with the problem, go to View>Text Size and click on the appropriate choice. Repeat until you get the text size you want.

Or, if you have a wheel mouse, hold down either of the Ctrl keys and spin the wheel. Spin it towards you and the font size increases; spin away from you and it decreases.

Well, I'd love to give you a detailed technical explantion complete with geek-speak like "bandwidth" and "coding" and "serverside" but in reality, I have no idea why your copy of IE goes psycho over font size on some websites.

If correcting the font size works, you can use that until somebody with more expertise in the mysteries of IE's interaction with web sites comes along with, hopefully, a permanent cure.

Try this. In IE click tools>internet options and on the general tab click the accessibility button. Put a checkmark in the box by the line that says "ignore font sizes specified on web pages ". Don't know if this will do the trick or not but it's easy enough to undo it if not.
