My CD-ROM is less then a year old, when I insert a CD the light comes on but it won't spin and the machine doesn't reconize that it's there. I tried to uninsall from Device Manager (& reinstall) but the problem presists. Any advice will be appriciated.

    cdrom

Take the side off & see if the ribbon cable is loose. Make sure you check this ribbon where it pushes into mainboard too! You can "see" the cdrom in deviceman but not in My Computer? Is it id'd correctly or generic??

With the light coming "on" indicates you are getting juice. My guess is a bad CD-ROM. If there is going to be a problem it is not unusual for the problem to develop early in its life span measured by the number of hours of usage.
