Most likely an issue w/ your isp.

txnascarfan3--Are you able to receive emails? If yes, then your settings for sending email may have gotten messed up. Did you install some program just before the trouble started?
If no, then your settings for both sending and receiving email could be messed up or as suggested by TonyT, the problem could be with the ISP's servers
In either of those cases, if you are paying for this ISP, I would give their tech service another chance or start looking for another ISP. You are not getting your money's worth from this one.
They should at least walk you through checking and, if necessary, resetting your email settings (OE Tools|Accounts|Properties).
One thing you could try on your own is to Repair Internet Explorer (OE and IE are closely related). Start|Programs|Accessories|System Tools|System Information|click on Tools on menubar|click on Internet Explorer Repair Tool|Wait.

In OE click tools>accounts and then double click your mail account. On the server tab make sure the servers listed are correct. Also if the line that says "Log on using Secure Password Authentication" is checked, uncheck it and then give it a try. If your POP3 and SMTP servers are listed as 127.0.0.1 or some type of proxy server I would suspect problems with an antivirus program scanning the mail. If you are using some such thing you might try disabling it and see what happens.

If you called tech support and didn't get good results then I would call back and ask for someone else. You could also ask for a supervisor. Sometimes they have people working for them that are clueless and you just have to push to get someone who knows what they are doing to help you. I've done this many times before and got better results by asking a supervisor or mentor to heolp me.

I hope you get this resolved soon.

    :)
