I have a Toshiba Tecra a9 notebook and I recently download my missing drivers from the Toshiba website. This is the only change that I have made to my computer recently. For some reason whenever I try to make a folder it says "The file or folder does not exist ". I am also not able to take anything out of my recycling bin once it has already been put there. ! So I confided in windows websites to try to resolve my problem and they were telling me to find a csc folder and do things to that...... HOWEVER, I am running Windows Vista Home Basic and apparently the CSC folder does not exist, which probably explains why it is not located in the HKEY_LOCAL_MACHINE. Anyone have any clue why I can't do the two tasks that I am trying to ?

What happens if you right click on a blank space on your desktop and choose New - Folder?

What do you mean you try to put a name in it? You mean change the name from NewFolder to something else? If so, do you do this before you do anymore clicking? Have you tried right clicking on the name NewFolder and left click Rename?

yes. and i said; name TO it, meaning rename the folder. I'm quite aware as to how to change a folder... it's just NOT working. I do no more clicking, I've tried renaming the folder minutes after creating the folder also. it's just not working...

Is your recycle bid protected by something like Norton or another program?

Click Start then in the search bar type in "command" and click on the "command prompt" icon that comes up in the list.

That will give you the Command Prompt DOS window and in there type sfc /scannow then hit enter. (note the space between c and /)

It will take a few minutes but that will determine if you have any damaged system files and eliminate that as a possible cause of your issue.

If there are problems found during the scan you will need your Vista installation disk.
