Can't see files in Recycle Bin

Provided that the deleted file can fit, I'd like to have my deleted files go to the Recycle Bin. The problem is sometimes they do. Sometimes they don't or appear not to be.

The files that don't appear do fit. At times when I open the Recycle Bin, I expect to see some files. I see none. But the "empty recycle bin" indicates there are files in there. But I can't see them. Typically files are being deleted from the second NTFS partition. C is reserved for OS and Programs only.

Windows XP Pro SP 1A, all updates
80 GB HD, 2 NTFS Partitions, 1 FAT 32
P4-2.4
1 GB RAM
